Delaware County Emergency Management Agency issued a flash flood warning after heavy rains Tuesday night and Wednesday morning flooded roads in Delaware, Henry and Randolph counties; sandbag stations were set up at the Highway Department and Fairgrounds while several school districts closed for Wednesday.
